2024–25 Workforce Innovation and Opportunity Act (WIOA), Title II: Adult Education Family Literacy Act (AEFLA)

Dear Adult Educators:

Here are some important updates to share with you regarding:

• Upcoming Deliverables Reminder
• Revisions for Integrated English Literacy and Civics Education (IELCE) Reports or Continuous Improvement Plans (CIP)
• Preliminary Notifications for FY 24–25
• 2025 August Summer Convenings
• 2025 New Administrator Orientation

Third Quarter deliverables, including the WIOA Continuous Improvement Plan (CIP), are due Wednesday, April 30, 2025. This is also the last day to make selections for California English Literacy and Civics Education Objectives and Additional Assessment Plans (COAAP).

Outstanding deliverables, including signed Grant Award Notification (GAN) Amendments, can hold up reimbursements and prevent access to future expenditure claim modules on the reporting site. If you anticipate any challenges meeting a deadline, please communicate with your Adult Education Office (AEO) Regional Consultant. During the review process, if a submitted IELCE Report or CIP is found to need revisions, the deliverable will be returned to an agency for edits. Agencies are asked to review and respond promptly with revisions. If additional support is needed, please ask. We are here to support you in this process and want to help you avoid any potential impact on your future awards or the possibility of special conditions being added due to non-submission.

To assist agencies with preparation for year three of the grant cycle, preliminary funding information for FY 25–26 is being prepared. Anticipated funding details by program focus area will be released as soon as possible to assist with agency budgeting and planning. GANs are expected to be released in July 2025, along with reporting site updates and software modules for next year.

Registration is Open for High School Equivalency and Proficiency Summer Convenings!

Registration is now open for this free, half-day, in-person, 2025 Summer Convenings. These convenings are designed to provide timely updates to and collect information from attendees regarding the GED® and HiSET exams. The CDE invites chief examiners, test site administrators, school counselors, and others with a connection to the high school equivalency and proficiency programs to join us. Questions can be sent to Melissa Stockbridge at the Sacramento County Office of Education by email at mstockbridge@scoe.net.
