Final Expenditure Claim Report 2019–20 now open (sent July 21, 2020)

Dear Adult Educator:

2019–20 Workforce Innovation and Opportunity Act (WIOA), Title II: Adult Education Family Literacy Act (AEFLA) Updates

Final Expenditure Claim Report

The Final Expenditure Claim Report (ECR) is now open and must be submitted electronically to the California Department of Education (CDE) by Thursday, October 15, 2020.

The Final ECR includes a section for reporting the total amount of AEFLA and non-Federal funds expended on workforce training and infrastructure costs. Please report as much of this information as you have available to you.

As a reminder of our July 1, 2020, notification regarding the 2019–20 WIOA, Title II Spending Extension Authority. Some agencies have expressed financial concerns with waiting until October 15, 2020, to submit a Final ECR that captures late expenditures. We recognize that delayed reporting of early spring expenditures due to COVID-19 may have caused financial hardship. To reduce this impact, we are permitting agencies to submit a Final ECR when the application opens in July and to follow up before the October 15, 2020, cut off to edit and submit a revised Final ECR. Agencies submitting such revisions would receive an additional payment after the revision is approved and processed.

Instructions for this process have been posted to the “Resources” page within the Online Application Adult Education and Reporting site (OAR) at:
