WIOA 2021–22 October Deliverables; First Expenditure Claim is Now Open (sent October 6, 2021)

Dear Adult Educator:

2020–21 Workforce Innovation and Opportunity Act (WIOA), Title II: Adult Education Family Literacy Act (AEFLA)

How is it October already?! October is traditionally a month filled with a lot of deliverables! As you continue to support your students through both in-person and distance learning formats, we want you to know you are doing great and that we are here to support you! Here’s a look at what October has in store.

Grant Budgets

Approximately ten percent of agencies have not yet completed their Grant Budget. The due date for this deliverable was September 3, 2021. Agencies that are pending a fiscal amendment will see an updated deliverable due date on their WIOA Dashboard or Deliverables Summary. An approved Grant Budget is required in order to access the Expenditure Claim Report (ECR) application. If you have not yet submitted your Grant Budget, please do so at this time. We are reviewing Grant Budgets daily. This is an electronic only deliverable.

First Quarter Expenditure Claim

The ECR module is now open and first quarter claims are due to the California Department of Education (CDE) by Sunday, October 31, 2021. Please read the ECR Guidelines before beginning as the information has changed slightly since last year. While a budget revision in the first quarter is unexpected, the ECR application includes the ability to make a budget revision. Update the budget column prior to entering expenditures to reduce error messages.

Resource materials for Completing an Expenditure Claim Report were recently updated to reflect the login and approval process changes that occurred this summer. New staff and administrators may find this document helpful. Access it from the Resources menu within the Online Application and Reporting Site. Users with login roles of OAR Admin or Approvers are not required to submit a draft ECR within the application for another user to review. The approval function is built into the application to reduce an approval step. Users with Editor roles are still required to notify approvers that the ECR is ready for review.

The First Quarter ECR is an electronic only deliverable.

Non-Fiscal GAN Amendments

During October, most agencies can expect to receive a non-fiscal Grant Award Notification (GAN) Amendment. A clerical typo was recently discovered which necessitates the distribution of a new GAN this fiscal year. While it is unfortunate that we need to repeat this process, we want to be clear that this amendment is not a fiscal change and it will not impact grant award amounts or deliverables due at the end of the first quarter. The GAN Amendment will be distributed using the same process as the initial GAN and specific instructions will be distributed at a later date.

Adult Education Program Payments

State funding apportionment payments for this year’s California Adult Education Program have been distributed. The improved process included legislative changes to aid the transfer of funding to the CDE, which resulted in an earlier distribution of the K–12 apportionment payments than in prior years. Funding details are available in the first apportionment letter dated August 6, 2021. The first payment combines July and August apportionments. K–12 agencies that receive state funding through a fiscal agent within their consortium are requested to follow up with their fiscal agent if funds have not yet been received. K–12 fiscal agents that have not yet received their funding may contact Clifton Davis, Analyst, at cdavis@cde.ca.gov. The Adult Education Office (AEO) continues to work towards timely distribution of funding to support adult education programs.
