Welcome back, January Deliverables, and Quarter 2 ECR is now open! (sent January 3, 2022)

Dear Adult Educator:

2021–22 Workforce Innovation and Opportunity Act (WIOA), Title II: Adult Education Family Literacy Act (AEFLA)

We’d like to be the first to welcome you back to school for the second half off the 2021–2022 program year! We hope that you and your staff enjoyed the holiday season and are feeling refreshed to start off 2022! It’s been a great start to the program year so far and we can’t wait to see what the new year has in store. Let’s take a closer look at some important things coming up in January.

Grant Amendments

Grant Award Notification (GAN) Amendments were due December 17, 2021. Both an uploaded electronic scan and the hardcopy original wet signatures version of the GAN Amendment are required to access the second quarter Expenditure Claim Report (ECR) module. If you have not already obtained the signature of your Superintendent/College President/Chief Executive Officer, and mailed us your signed document, please do so now. We are reviewing uploaded files daily. Please direct any questions regarding your GAN Amendment to your CDE Fiscal Analyst.

Second Quarter Expenditure Claim

The ECR module for the second quarter is now open and second quarter claims are due to the California Department of Education (CDE) by Monday, January 31, 2022. Should budget updates be necessary, please make the adjustments within the expenditure claim and note any applicable justifications. Remember to update the budget column prior to entering expenditures when entering the data to reduce error messages. The Second Quarter ECR is an electronic only deliverable.

Staff Announcements

On December 31, 2021, the Adult Education Office (AEO) said bon voyage to Education Program Consultants, Cliff Moss and Vicki Prater, as both of them headed into retirement and on to new adventures. We celebrate all of their accomplishments and their many years of dedication to adult education in California! In October, we also sent our best wishes to Colby Franklin, as he took on a different type of new adventure as the Education Administrator for the Career and Technical Education activities within the Career and College Transition Division. We will greatly miss all three individuals and are in the process of filling two of the three remaining vacancies these changes bring. Our office remains dedicated to providing support to you through this transition. Updated CDE Assignment Listings are now available on the Resources page of the Reporting Site.

A Tribute to Rocky Bettar

Rocky Bettar, the Adult Education director of Rowland Adult School, has succumbed to his long battle and valiant effort to defeat cancer. The Adult Education community of California has lost a tremendous advocate whose presence was everywhere and whose actions where felt by all. As the communications director for various Adult Education associations his voice was heard far and wide. He kept the Adult Education field informed on the latest State budget allocations, coming events including conferences, professional development opportunities, meetings, job openings, and pending legislation progressing or failing in Sacramento. Using his extensive email list, he was the self appointed and eventually anointed central command center supplying the field with information about pending Requests for Applications and posting the grant allocations within minutes of the state’s release of the information. As the director of Rowland Adult School he was known to be a strong advocate for both his staff and students while softly demanding that each reach their highest level of achievement. No one has expanded the footprint of the Adult Education system in California more than Rocky Bettar. His presence may be gone and his name may not be called out at future conferences but his long list of accomplishments, in addition to his positive impact on administrators and the lives of students in the world of Adult Education, will be felt for decades. From all of us that knew and respected you, thank you Rocky for all the work and energy you put into the Adult Education system in California. And may you now find the rest and peace you so richly deserve.
