April Updates and Third Quarter Deliverables (sent April 27, 2022)

2021–22 Workforce Innovation and Opportunity Act (WIOA), Title II: Adult Education Family Literacy Act (AEFLA)

Dear Adult Educators:

This is a reminder that deliverables for the third quarter are due this coming Saturday, April 30, 2022. Agencies that have not already started to complete these deliverables, including the Continuous Improvement Plan, should take action now. Please remember that should technical assistance be needed, staff are only available weekdays between 9 a.m. and 4:30 p.m. Emails and calls submitted over the weekend will not be responded to until the following business day. 2022–23 Program Year Inquiry and Unique Entity Identifier Updates

Thank you for your timely submittals on the 2022–23 Program Year Inquiry. This information has assisted the CDE in activities related to the changeover in the Unique Entity Identification (UEI) numbers for the federal System for Award Management (SAM.gov) website effective early April. It has also provided critical information to assist the Adult Education Office (AEO) with preparing awards for next fiscal year. If you have not already submitted this inquiry, please do so now. Failure to renew and update a SAM.gov registration can impact future awards and payments.

Awards for 2022–23

It’s no secret that across the nation, agency performance in adult education was significantly impacted by the pandemic during the 2020–21 program year. Performance data for that fiscal year are what would typically be used for the calculation of awards for the upcoming year. The AEO has generated and studied several fiscal models over the past few months. In order to reduce the impacts of the pandemic on grant awards, one was selected which not only maintains funding levels at values similar to the past two years but also honors increased agency performance within each program. The AEO also intends to fund agencies for positive gains in Employment and Earnings outcomes which will become a permanent part of our performance data; and for one last year, we will fund agencies for matched Pre and Post Testing. An increase in WIOA funding is expected and will be based on the federal estimated state award amounts for Fiscal Year 2022. Additional details will be included with the 2022–23 Grant Award Notifications (GAN) as a letter to agencies.

Course Approvals

The A-22 Course Approval system for 2022–23 is now open for agencies to submit their courses for approval.

Vignettes for Coalition on Basic Adult Education Article

The Adult Education Office and our State Leadership Projects are writing an article for the Coalition on Basic Adult Education (COABE) Journal. This will be the Fall 2022 Journal entitled: Lessons from the Pandemic: The Impact of COVID-19 on Adult Education. We are seeking short (max 200 words) vignettes on how programs pivoted during the pandemic such as (1) marketing and enrollment innovations and (2) funding (stimulus funding, partnering with local workforce board etc.) for technology (including computers/tablets and Wi-Fi) access for students and instructors. Please send your vignettes by email to Cory Rayala at crayala@cde.ca.gov by Monday, May 9, 2022.

Final Expenditure Claims

Though not due until later in the year, the final Expenditure Claim Report (ECR) will ask for details regarding Workforce Training and One-Stop Infrastructure expenditures. Now is a good time to start gathering this information in preparation for the final ECR.

Broadband for All Roundtables

The purpose of the Broadband for All Roundtables is to foster meaningful partnerships and establish bi-directional dialogue with entities committed to closing California’s digital divide. These roundtables will include updates on the implementation of the state’s Broadband for All initiatives and other digital equity initiatives. Consider joining the next event for Schools, Libraries, and Community-based Organizations on May 12, 2022, from 1:00 p.m. to 3:30 p.m. For more details, visit the Broadband for All Events website at https://broadbandforall.cdt.ca.gov/events/.
