End of Year Information and Preparations for 2022–23

2021–22 Workforce Innovation and Opportunity Act (WIOA), Title II: Adult Education Family Literacy Act (AEFLA)

Dear Adult Education Administrators:

It's one of the Adult Education Office’s (AEO) favorite times of the year: graduation season! While the AEO recognizes the hard work of all of our students and graduates, we also want to recognize the administrators, teachers and staff that support adult education programs day in and day out. You’ve made it through another year! Thank you for all you do for adult education!

The AEO has been hard at work getting everything ready for next year but first….. there are a few things that are necessary to help wrap up the 2021–22 year.

End-of-Year Information

Information regarding 2021–22 end-of-year requirements is available on the WIOA, Title II: AEFLA Grant Information 2021–22 web page.

  1. Final Expenditure Claim Report (ECR)
  2. Official Payment Points Certification Letter

The Final ECR module is expected to open Friday, July 1, 2022, and can be accessed through the Online Application and Reporting Site (reporting site). Please include all eligible reimbursements regardless of quarter, up to 100 percent of the award amount. These data are collected for required federal reporting. The Final ECR includes additional questions to capture training and infrastructure activities. Also, note that non-federal expenditures to supplement this grant must be reported and are expected to be at 25 percent or higher of the grant award. Questions regarding the Final ECR may be directed to your AEO Fiscal Analyst via email.

Preparations for 2022–23

The AEO is currently testing the 2022–23 online software modules and is awaiting news of the final approval for the 2022–23 award package. We are expecting to distribute over 106 million dollars to over 200 agencies statewide for the final year of the 2020–23 grant cycle! An overall increase in WIOA funding is anticipated and this award package also funds positive outcomes for Employment and Earnings. This will be the last year that increases in pre and post testing activities, earned in the early part of 2021–22, will be funded. Additional information regarding the calculation of awards will be distributed in a letter with the Grant Award Notifications (GAN).

Access to the 2022–23 Funding Results is expected in mid-July and results will be posted on the WIOA, Title II: AEFLA Grant Information Fiscal Year 2022–23 web page, along with the updated program and accountability requirements. After the results are posted, the GAN will be uploaded to the reporting site and available for your agency to download provided there are no outstanding deliverables or funds to be recovered.

Reporting site users with the role of OAR Admin should use this waiting period to update all user account access, contact information, and Agency Contacts. Incoming users, such as new Adult Education Directors and Superintendents, will need access to your agency’s online account in order to download the GAN. Former staff should have their permissions removed. For additional guidance, check out the WIOA User Guide for OAR Admins in the Resources section of the reporting site. The estimated time to complete this important activity is less than 15 minutes.

Welcome Video

The start of the next program year will also bring the posting of another welcome back video to assist new staff and administrators onboarding over the summer. This video is anticipated to be released at the beginning of August. New staff may reference the Resources section of the reporting site for additional videos and materials related to this grant.

The AEO is working in a hybrid remote working environment with email still the best way to reach staff. If you have any questions, please contact the Adult Education Office by email at
