Third Quarter Deliverables, Course Approvals, CIP, and Conferences (sent April 3, 2025)

2024–25 Workforce Innovation and Opportunity Act (WIOA), Title II: Adult Education Family Literacy Act (AEFLA)

Dear Adult Educators:

As we embark on the final quarter of the program year, the Adult Education Office (AEO) acknowledges the diligent efforts you have invested in supporting learner success throughout the year. We encourage you to keep this level of commitment and focus as we strive for a successful and impactful conclusion to the current program year.

Third Quarter Deliverables

The ECR for the third quarter is now open. Agencies who recently had their award amounts adjusted will see the new amounts reflected in the claim module.

Other deliverables due in April include:

  • Third Quarter Data Integrity Report
  • Employment and Earnings Follow-up Survey
  • CIP
  • Recertification for Citizenship Interview Test
  • Final COAPP Selections

Preparing for the Final Expenditure Claim Report

Though not due until August, the Final ECR will ask for details on Workforce Training and One-Stop Infrastructure expenditures. Agencies are encouraged to start gathering this other information now in preparation for the final claim. For further information, please contact your AEO Regional Consultant.

Continuous Improvement Plan and Office Hours Support

The CIP is due April 30, 2025. By now, agencies should have completed the following:

  • Accessed the CIP webpage and read the guidelines document
  • Watched the webinars
  • Reviewed existing SMART goals and drafted new goals
  • Explored the CIP portal using the “Start Plan” button on the CIP webpage
  • Asked for technical support if guidance or further help is needed

Before access is given to the final expenditure claim, this deliverable must reflect the status of accepted. If revisions are requested, agencies should make the necessary updates and resubmit their CIP promptly. Having trouble designing your agency’s CIP goals or need help getting started or creative? New to the CIP and need added support? Virtual Office Hours sessions are available for agencies that want specific guidance or feedback on their CIP goal(s) before submission. Register now. The next sessions are April 7 and April 14, 2025. Sign up early to ask questions and get added support in your CIP planning and review.

End-of-Year Information

Once posted, program information to help agencies close out at the end of the year will be available on the WIOA, Title II: AEFLA Grant Information 2024–25 web page.

Course Approvals Program Year 2025–26

The Course Approval module for next year is now open. K–12 and County Offices of Education must submit course and program approval annually for the CDE review pursuant to California Education Code (EC) Section 51056. Course Approvals must be received no later than June 15, 2025, before the start of instruction for Program Year 2025–26 and agencies will have until March 31, 2026, to make revisions for courses offered in that year. Course Approvals are required for agencies receiving WIOA and California Adult Education Program (CAEP) funding.

CAEP consortia members are encouraged to communicate due date changes with other members and encourage non-WIOA adult school members to obtain access to the reporting site to ensure compliance. An exemption for non-instruction is available.

Lack of compliance with this state requirement could jeopardize future funding (EC Section 52515).

Agency Staff Changes

If your agency will be welcoming new leadership or staff at the end of the program year, you will need to update your Agency Contacts. Agencies must provide access to at least two individuals that should be regular using the reporting site. Updating your information now will help the AEO with listing correct staff on the Grant Award Notifications for the next program year. CCAE State Conference 2025: May 1–5, 2025, DoubleTree by Hilton Hotel Fresno Convention Center

The California Council for Adult Education (CCAE) is the annual conference for adult education professionals throughout the state. Sessions are relevant for faculty/teachers, administrators, data specialists, transition specialists, consortium staff, and anyone who works with students in K–12 adult education and community college non-credit programs. You won't want to miss out!
