Preliminary Notifications, End of Year and Important Updates (sent June 6, 2025)

2024–25 Workforce Innovation and Opportunity Act (WIOA), Title II: Adult Education Family Literacy Act (AEFLA)

Dear Adult Education Administrators:

As you wrap up spring classes and host graduations, the Adult Education Office (AEO) celebrates your students' accomplishments with you. We wish your graduates much success as they begin their next adventures, knowing they could not have done it without the dedicated support of adult school administrators and staff.

Preliminary Notifications for FY 25–26 Update

Preliminary funding information, to assist agencies with preparing for year three of the grant cycle, is still pending approval before it can be posted. The California Department of Education (CDE) received its preliminary award amount, as appropriated by Congress from the Office of Career Technical and Adult Education (OCTAE) at the US Department of Education. Absent in that award was funding for Section 243 Integrated English Language and Civics Education (IELCE). According to the National Association of State Directors of Adult Education, no state or US Territory received a preliminary allocation for IELCE. In California, this funding is dedicated to Integrated Education and Training. CDE has contacted OCTAE requesting information regarding this Congressional appropriation. To date the AEO has not received communication as to when or if the appropriation for IELCE will be provided to states and US Territories. Anticipated funding details by program focus area will be released as soon as we are able to do so. Grant Award Notifications are dependent on the availability of federal funding but are expected to be released in July 2025.

End-of-Year Requirements

Information regarding 2024–25 end-of-year requirements will be available on the WIOA, Title II: AEFLA Grant Information 2024–25 web page soon.

Course Approvals Deadline is June 15, 2025

K–12 and County Offices of Education must submit course and program approval annually for the CDE review pursuant and the deadline for submitting for Program Year 2025–26 is June 15, 2025. Agencies will have until March 31, 2026, to make revisions for courses offered in that year. Access the Course Approval System from the top navigation menu in the Online Application and Reporting Site.

Agency Staff Changes

If your agency will be experiencing new leadership or staff over the summer, you will need to update your Agency Contacts to be able to receive future email communications from the AEO. Agencies must also provide access to at least two individuals who will regularly be using the reporting site so review and update user access and roles in the Manage Account section. Remove access for staff who are no longer with your organization and create new users as necessary. Reference materials for OAR Administrators are available within the reporting site Resources to help with making these updates.

AEO Staff Changes

The AEO is pleased to welcome back Colby Franklin to the Adult Education Office. Colby will be filling behind Neil Kelly after his retirement later this month and supporting the Central Valley area.

Call for Presenters: Career Technical Education (CTE) Conference

We invite you to share your model programs, effective practices, and experiences at the 2025 CTE Conference! The Conference Committee seeks engaging presentations on innovative strategies, industry partnerships, student success stories, and more. Do not miss this opportunity to highlight your expertise and inspire fellow educators and industry leaders! Respond by June 13, 2025. Conference registration for attendees will open August 4, 2025.
