2025–26 Workforce Innovation and Opportunity Act: Title II: Adult Education and Family Literacy Act

Dear Adult Education Administrators:

Grant Award Notifications (GANs) for Program Year 2025–26 have been loaded and are now available through the Online Application and Reporting Site (reporting site).

GAN should be signed and returned to the California Department of Education (CDE) no later than January 16, 2026.

• Electronic signatures in an Adobe Acrobat Certificate format are now acceptable
• PDF scans of wet signatures remain acceptable
• Hardcopies need not be mailed (except upon request) when using wet signatures

Agencies are encouraged to review the Award Letter, available with the GAN, for detailed information about funding calculations and one-time funding activities included in this year’s awards.

Supporting documentation is requested if signatory is an Authorized Agent with delegated authority (not the named Grantee).

The Budget application is also available and requires that the GAN be signed and accepted by CDE to access it. Agencies are encouraged to prepare all budget items outside the reporting site while waiting for the GAN to be reviewed. The Adult Education Office (AEO) reviews uploaded files daily.

Should you have any difficulties submitting your GAN timely, especially if you are a Local Education Agency awaiting your next school district board meeting, please reach out to our office to request an extension.
