Federal Funding, Second Quarter Deliverables, and a Big Saturday in February (sent January 27, 2026)
2025–26 Workforce Innovation and Opportunity Act (WIOA), Title II: Adult Education Family Literacy Act (AEFLA)
Dear Adult Education Administrators:
As we wrap up the second quarter reporting period, I wanted to pass along some important updates on funding and reimbursements, plus a few quick reminders about activities happening in early February.
Here is what is on the radar for this month:

We have some encouraging news from D.C.! On January 22, 2026, the House passed the Consolidated Appropriations Act (H.R. 7148). This bill keeps our funding at current levels and keeps important safeguards in place for the coming year. We expect a Senate vote later this week, so stay tuned—this is a great sign as we prepare for the next program year.
The Adult Education Office (AEO) has started processing this year’s reimbursements. To keep things efficient, we will automatically combine first and second quarters when both are ready. Payments issue two weeks from the date the request was sent to the State Controller and are displayed under Award and Claim Payments. Consider giving your fiscal or accounting staff "read-only" access to the Reporting Site. It allows them to track payments directly, saving you from having to bridge the gap between departments!
A quick heads up that second quarter deliverables are due on January 31, 2026. To help you double-check your list, here is what needs to be in:
- Grant Budget
- Second Quarter Data, TOPSpro® Enterprise
- Second Quarter Data Integrity Report
- California Accountability Training
- CASAS Implementation Training
- Employment and Earnings Follow-up Survey
- 2026–27 Program Year Inquiry (available in Surveys)

Half of all grantees have responded - thank you for the head start. If you have not had a chance yet, this survey takes less than five minutes. We recommend having your Adult Education Director or an OAR Admin/Approver complete this on the Reporting Site whenever you have a quick break. Locate the inquiry under Surveys.
The California WIOA State Plan is open for public comments until Wednesday, February 11, 2026. This is a terrific opportunity for our workforce community to weigh in on the future of our programs. Review the plan and share your thoughts here.
Do not forget to mark your calendars for Saturday, February 7, 2026. This is the largest bilingual university fair in Northern California. It is an incredible resource for students—past events have even featured laptop giveaways and direct help with financial aid/FAFSA.
