A Farewell and a Welcome (sent June 2, 2026)

Workforce Innovation and Opportunity Act (WIOA), Title II: Adult Education and Family Literacy Act (AEFLA) 2025–26

Dear Adult Educators:

As I prepare to close one of the most meaningful chapters of my career, I want to begin by sharing some exciting news for the California Adult Education system and then take a moment to reflect on the incredible journey we have shared together.

Welcome David Stang

It is my honor to announce that David Stang has been appointed Education Administrator and State Director of Adult Education at the California Department of Education.

Many of you know David well. He has been a steady and trusted presence in the Adult Education Office (AEO) for nearly 14 years, before CAEP and before many of the structures we now take for granted. His institutional knowledge of this field is extensive.

His path to this role reflects the full breadth of adult education. David has taught in Japan, in Elk Grove Unified, and at the California Department of Corrections and Rehabilitation (CDCR), and he has brought that classroom experience into systems-level work through Workforce Development and Cooperative Programs at the California Department of Rehabilitation (DOR). It is the kind of career that gives you both credibility and humility in equal measures.

David attributes his passion for this work to the students themselves.

"Their stories both inspire and remind me that as fellow human beings, we have an obligation to help others when and where we can."

That conviction shapes his leadership. David leads with what he calls "moral leadership" : a commitment to integrity, a student-first approach, and a genuine belief in collaboration and consensus-building. Those of us who have worked alongside him have seen that in practice. As he steps into this role, his focus on expanding and improving literacy and workforce development services across California is exactly what this field needs right now.

A Note of Gratitude

With David's appointment, I am writing to share that June 30th will be my last day as State Director after nine extraordinary years in this role.

This work has never been just a job. It has been a calling — one rooted in the belief that every adult learner deserves access to education, skills, and opportunities that can transform their life. That belief has guided every decision, every conversation, and every challenge I have had the privilege to navigate alongside so many of you.

To my colleagues across the California Adult Education system: you are the reason this work matters. The dedication you bring to your programs, your communities, and most importantly your students, is nothing short of extraordinary. I have watched you adapt, innovate, and persevere through shifting policies, funding changes, and a global pandemic and come out stronger for it. I am deeply proud of what we have built together.

Looking Ahead

I leave with full confidence in the future of California Adult Education. This field is in good hands —yours, and David's. Please join me in welcoming him and in continuing the vital work that defines us all.
